Koupal receives USDA recognition Cindy Koupal, a third-year law student at The University of South Dakota, has been awarded a certificate of appreciation from the United States Department of Agriculture.
Koupal of Yankton, worked as a legal intern for over two months during the summer of 1999 at the Department of Agriculture in Washington, D.C. She was given the award in recognition for her "exceptional dedication in the Regulatory Division and her substantial assistance to the Division and the Office of General Council in providing timely and effective legal services to the Animal and Plant health Inspection Service and the Food Safety and Inspection Service."
