Despite the light volume of snow, roads were treacherous because a steady rainfall preceded the white stuff. Just when crews had streets virtually clear by late Monday, a second storm � this one almost primarily freezing rain � hit Vermillion, forcing street crews to break out their road graders and sanding trucks once more.
