Date changed for groundbreaking Due to a growing number of scheduling conflicts, the date of the groundbreaking ceremony for the Lewis & Clark Rural Water System has been moved to Thursday, Aug. 21. The time and location will remain the same � 10 a.m. at Clay County Park, a few miles southwest of Vermillion.
Following the groundbreaking, lunch will be served. The event is open to the public.
