314 to receive degrees at summer commencement Dr. Robert C. Talley, former dean and vice president for health affairs at The University of South Dakota, will give the keynote address for the 76th annual summer commencement July 28 at 7 p.m. at the Inman Stadium Quad (the lawn east of the Al Neuharth Media Center) on USD�s campus in Vermillion.�

Dr. Talley served The University of South Dakota in a variety of capacities throughout his career. He was chair of The University of South Dakota School of Medicine Department of Internal Medicine from 1975-1987, and was one of the founding members of the Medical Service Plan, the predecessor of University Physicians. Most recently, he served as dean and vice president for health affairs for the university from 1987 until his retirement in 2004.
