Struck is the executive director of the Center for Disabilities in the Center for Developmental Disabilities in the Department of Pediatrics, Sanford School of Medicine of The University of South Dakota.
Struck's development of the Rosebud Developmental Clinic established a model for disability collaboration between a tribe and the state of South Dakota. The success at Rosebud led to the creation of the Cheyenne River Development Clinic and additional collaboration with federal resources.

In a letter of support for Struck's nomination, Senator Tim Johnson describes Struck's commitment to individuals with special needs, Struck is "truly dedicated to the well-being of others, regardless of their racial or cultural background. Through years of tireless effort, the lives of countless South Dakotans have been enormously enhanced."
Presentation of this award was made at a special ceremony during AUCD's annual meeting held on Nov. 1 at the Renaissance Washington Hotel in Washington, DC.
