The council will meet at 7 p.m. in the Al Neuharth Media Center.
The applicant for the special license is the Vermillion Area Arts Council at 202 Washington Street, for an event scheduled April 20. Under new business, aldermen will take action on Crawford Road right of entry agreements, and will also consider an airport hangar lease agreement with Jerry Swartz.

Other agenda items include a grant request from Oakwood Apartments, a recycling survey, and developer agreements for Roosevelt, Norbeck and Rice streets.
The council also will approve several proclamations at its Monday meeting, and hear a report from City Manager John Prescott before adjourning.
