Packard receives 2007 Career Achievement Award
Phyllis Packard, solid waste director for the city of Vermillion, received the Career Achievement Award from South Dakota Solid Waste Management Association during the 2007 Solid Waste Conference and Trade Show.

Phyllis has exemplified this award by continually promoting environmentally sound solid waste management practices throughout her career.

Phyllis has been instrumental in promoting recycling throughout the upper Midwest. She has helped secure funding to promote and establish recycling programs and facilities for Yankton and Clay counties.


Just last year, she helped draft successful legislation exempting governmental agencies from surplus and bid laws when selling recyclables. An active member of SDSWMA, Phyllis has served on the executive board and governing board.

The city of Vermillion hired Phyllis in 1994 as solid waste director.

She continues her diligent work today for the joint powers operation including the Vermillion Landfill, the Missouri Valley Recycling Center and the Yankton Solid Waste Transfer and Recycling Facility.
