Gov. Rounds declares emergency FEMA advance Team in South Dakota Governor Mike Rounds has issued a statewide Emergency Declaration.�? The Emergency Declaration is the result of widespread border-to-border flooding across the southern two-thirds of South Dakota. The declaration allows the state to access emergency funds to help local governments protect lives and property. At the request of Gov. Rounds, a FEMA advance team has arrived in South Dakota.�? The team will provide the state with technical assistance and initial damage assessments. The Office of Emergency Management will continue working with local jurisdictions to coordinate resources and other response and recovery efforts.
