Nygaard honored by S.D. Disabled American Veterans The Disabled American Veterans (DAV) Department of South Dakota presented the â�?�?Outstanding Legislator of the Yearâ�? to State of South Dakota House of Representatives Eldon Nygaard of District 17 which includes the counties of Clay and Turner. He has sponsored and co-sponsored many legislative bills in support of our veterans and their families. Eldon is a Vietnam veteran and retired CW-4 Army aviator who was shot down four times in Vietnam and wounded once. He is a life member of the Disabled American Veterans. In 2007 he was the primary sponsor on SB 96 â�?�? An Act to provide property tax benefits to certain disabled veterans (Secure property tax relief for 100% disabled veterans on the first $100,000 of assessed value of veteranâ�?�?s home). In 2008, he co-sponsored the following bills: HB 1235 â�?�? An Act to reduce the license fees for motor vehicles displaying distinctive license plates for Purple Heart recipients. HB1298 â�?�? An Act to revise the qualifications for the director of the Division of Veterans Affairs. HCR 1005 â�?�? A Concurrent Resolution to declare March 29, 2008, as Vietnam Veterans Day in South Dakota. SB 78 â�?�? An Act to permit voters to register on Election Day at the polling place. SB 104 â�?�? An Act to excuse certain elderly persons from jury duty upon request. Representative Eldon Nygaard was honored with Legislative Commemoration (HC 1006) for his volunteer legal work for veterans. The Commemoration sponsored by 96 legislators read in partâ�?¦ â�?�?WHEREAS Representative Eldon Nygaard has provided excellent pro bono representation for veterans appeals cases before the United States Court of Appeals for Veterans Claims in Washington, D.C., in 2006; and WHEREAS, representative Nygaard has played an important role in the success of the Veterans Consortium Pro Bono Programâ�?�?s mission of providing free legal assistance to veterans in claims before the special court in Washington, D.C.: NOW, THEREFORE BE IT COMMEMORATED, by the Eighty-second Legislature of the State of South Dakota, that Representative Eldon Nygaard has been recognized for his efforts to advance the rights of veterans with a letter of appreciation and award from the Veterans Consortium Pro Bono Program.â�? Nygaard continues to be active in his representation of veterans. He presented an oral argument on a veterans claim before the US Court of Veterans Claims in Washington, D.C. on March 21.
