Bernard earns doctorate degree David Bernard, a Vermillion High School graduate, earned his doctorate in educational leadership from Saint Mary��?s University of Minnesota. Bernard successfully defended his dissertation titled understanding the nature and impact of professional development experience for K-12 pracicting teachers in Minnesota public schools on June 13. Bernard earned his bachelor��?s, master��?s and education specialist degrees from The University of South Dakota. Bernard serves as the program director for the professional development initiatives for education programs for St. Mary��?s in Winona, MN. Bernard is the son of Vermillion residents, Helen and Jerry Bernard and currently resides in Winona, MN with his wife Joan and two children, Christopher and Cecilia.
