After being notified of the cell phone conversation, library staff made the determination to call 9-1-1. Local authorities arriving on the scene evacuated and searched the building. Based on their investigation, it was determined to re-open the building Friday morning to regular business hours. ?This was not a bomb threat, someone overheard a conversation, said Phil Carter, manager of media relations at The University of South Dakota. ?We have a responsibility to our students and our community to preserve a safe environment, so as a precaution the library was evacuated, closed and searched.
