Caldwell appointed presiding judge Chief Justice David Gilbertson of the South Dakota Supreme Court announced recently the appointment of Judge Kathleen K. Caldwell as the new presiding judge of the Second Judicial Circuit. The appointment became effective April 6. Caldwell replaces Judge Glen Severson as presiding judge, who was sworn in as the newest South Dakota Supreme Court Justice on April 3. Chief Justice Gilbertson stated, "I am confident that Judge Caldwell will do an excellent job in this demanding position. She has the experience and the skills it takes to oversee this busy and complex judicial circuit." Judge Caldwell has been a circuit judge since 1993. She is a past president of the South Dakota Judge's Association. Judge Caldwell is also active in various civic organizations in the Sioux Falls area. During Justice Severson's tenure as presiding judge, working with the Minnehaha County Commission, two more floors were added to the Minnehaha County Courthouse. He also worked with the Lincoln County Commission as an extensive renovation of the Lincoln County Courthouse was completed. "The circuit was well run under former Presiding Judge Glen Severson and I know under Presiding Judge Caldwell it will continue to do so," said Chief Justice Gilbertson. The presiding judge of the Second Judicial Circuit oversees the administration of the judicial system for Minnehaha and Lincoln Counties. Due to its population size, it handles the largest caseload of any judicial circuit in South Dakota.
