Li receives honors scholarship Jiwen Li, a 2009 graduate of Vermillion High School who will be attending Emery University, is the recipient of a 2009-2019 Robert C. Byrd Honors Scholarship. Li was recognized by Gov. Mike Rounds at a reception and awards ceremony on Tuesday, July 21, on the patio of the Governor's Residence in Pierre. The Robert C. Byrd Honors Scholarship is a U.S. Department of Education federally funded program that's administered by the South Dakota Department of Education. It is a competitive scholarship program that recognizes exceptional high school seniors who show promise for continued excellence in postsecondary education. The scholarship is $1,500 per year, and can be renewed annually for up to four years. To qualify, students must have minimum ACT scores of 30 and minimum grade-point averages of 3.5 on an unweighted 4.0 scale.
