The Board of County Commissioners met in regular session Tuesday, August 6, 2013 at 9:00 a.m. Members present: Kephart, Mockler, Packard, Passick, and Powell.
Kephart moved, seconded by Packard and carried to approve the agenda as presented.
Minutes of the July 30th meeting were approved with a motion by Mockler seconded by Powell and carried.
Powell moved, seconded by Kephart and carried to authorize travel for Carri Crum, Auditor, to Pierre on September 19-20 for tax workshop.
Dennis Ganschow, Weed Superintendent, met with the Board to discuss Canadian Thistle complaints. The Weed Department has sprayed all townships twice, and they are in the process of spraying some areas for the third time. Ganschow has sent letters regarding any complaints he has received. Clay County residents are encouraged to contact Ganschow directly with any weed complaints, as it does speed up the process for eliminating the noxious weeds.
Terry Taggart, Clay County Conservation District, met with the Board to provide further documentation of projected expenditures and revenues in support of the 2014 budget allocation request. Powell moved, seconded by Kephart to amend the $27,500 allocation approved during the previous meeting to the $35,000 requested. Upon vote of the Commissioners, Packard, Powell, and Kephart voted Aye; Mockler voted Nay. The motion passed.
The Veterans Service Officer's Monthly Activity Report, the monthly Building Permit Report, the monthly Welfare Report, the monthly Register of Deeds report, and the monthly Sheriff's Office reports were accepted and placed on file. The 2012 Sales Ratio & Compliance Audit Report was accepted and placed on file.
The following Auditor's Account with the County Treasurer Report for July 2013 was accepted and placed on file.

John Prescott, City of Vermillion City Manager, Matt Betzen, City of Vermillion Police Chief, Andy Howe, Sheriff, and Philip Terwilliger, Deputy State's Attorney, met with the Board to discuss the Courthouse Chiller Project. Terwilliger will do some additional research regarding legal statutes, and the Board will discuss the project again at the next meeting.
At 10:08 a.m. Mockler moved, seconded by Packard and carried to adjourn and reconvene Tuesday, August 13, 2013 at 9:00 a.m.
