Commissioner Meeting
The Board of County Commissioners met in regular session, Tuesday, February 12, 2013 at 9:00 a.m. Members present: Mockler, Packard, Passick, Powell and Kephart.
Kephart moved seconded by Powell and carried to approve the agenda as presented.
Minutes of the February 5th meeting were approved with a motion by Powell seconded by Packard and carried.
Dennis Ganschow/Weed Supervisor met with the Board. Powell moved, seconded by Kephart and carried to surplus Weed Department 1989 STR Boat, Motor and Trailer and to authorize the sale of said surplus property on Girard Auction Sale scheduled for March 14th 2013.
Rod Polley/Hwy Superintendent met with the board to discuss hwy matters.
The Board reviewed Beadle County bids for 2013 on culverts and bridge material for which they awarded TrueNorth Steel, Huron SD as low bidder at their January 7th 2013 Commissioner meeting. Kephart moved, seconded by Mockler and carried to authorize Clay County Hwy Department to accept the same bid from TrueNorth Steel as approved by Beadle County. (On file in Auditor's Office)
Powell moved, seconded by Kephart and carried to set March 12th for the following Hwy Bid Letting:
NOTICE TO BIDDERS
Notice is hereby given that the Board of County Commissioners of Clay County, South Dakota, will conduct bid opening at 9:30 am on March 12th and will receive bids at the office of the Clay county Auditor, Clay County, South Dakota, until 9:00 a.m. on the 12th day of March, 2013, for the furnishing of the following materials:
ASPHALT CONCRETE
LIQUID ASPHALT
CRANE WORK, CRANE MEN, AND DRIVEN PILING
CRUSHED QUARTZITE
Specifications for the above materials are on file at the Clay County Auditor's Office, Vermillion, South Dakota.

The Board discussed the request from landowners in Annar Petersen's Addition for the county to adopt that portion of 316th St, west of their entrance to University Rd. Powell moved, seconded by Kephart and carried, that the County will agree to maintain that portion of 316th St. when they have finished the project and everything is done to meet county specifications and Vermillion Township has filed a formal petition with the County Commissioner requesting they take over this portion of 316th St.
Teddi Gertsma/States Attorney requested authorization to apply for Domestic Violence Grant Application for 2013/2014. Powell moved, seconded by Mockler and carried to authorize the States Attorney to apply for the grant and to authorize the Chairman to sign said grant application when completed.
The Board discussed the position of a second Deputy States Attorney which was approved for _ time position starting in January, that a _ time position might be better suited for both offices, Commissioners & States Attorney. The Board will review the position status/options during the February 26th meeting.
Packard moved, seconded by Kephart and carried to set February 26th at 10:00 a.m. for the following drainage permit hearing:

Powell moved, seconded by Packard and carried to set March 5th at 9:30 a.m. for the following drainage permit hearings:

Packard moved seconded by Mockler and carried to authorize the travel for one of the commissioners to attend a hearing in Pierre, March 6 regarding the establishment of outlet elevation for Lake Thompson as petitioned by Kingsbury County.
