Commissioners Meeting

The Board of County Commissioners met in regular session Tuesday, March 5, 2013 at 9:00 a.m. Members present: Mockler, Packard, Powell, Passick and Kephart.

Mockler moved, seconded by Kephart and carried to approve the agenda as presented.

Minutes of the February 26, 2013 meeting were read and approved with a motion by Mockler, seconded by Packard and carried.

Dennis Ganschow/Weed Superintendent met with the Board regarding Highway Department fuel quotes. Packard moved, seconded by Kephart, and carried to accept the low bid of $3.3895 for #2 Diesel from Jerry's Service, Hartington, NE.

Ganschow discussed wages for Summer Weed Sprayers. Powell moved, seconded by Kephart, and carried to set the starting wage at $11.00 per hour with a $1.00 per hour bonus at the end of the season for finishing the season.

Clay, Yankton, Bon Homme, Charles Mix, and Union County Weed Departments were awarded a Competitive Weed and Pest Grant in the amount of $36,500, with Clay County administering the funds. Part of the grant funds will be used for public education about Missouri River Salt Cedar and for summer workers' wages to combat Salt Cedar.

Kephart moved, seconded by Mockler, and carried to approve travel expenses to be paid for Ganschow to attend the annual Purple Loosestrife Project meeting in Niobrara, NE on March 12th.

Delmer Wetering, Todd Johnson (applicant), Ron Johnson, and John Lindstrom (applicant) were present for the hearing on the following drainage permits.

For Proposed drainage tile in the W 1/2 NW 1/4, Sec. 7, Township 94 North, (Garfield Twp.) Range 51 West, of the 5th P.M. to drain South into Johnson Creek then Southwest to the Vermillion River.

For Proposed drainage tile in the E 1/2 NE 1/4 , Sec. 12, Township 94 North, (Pleasant Valley Twp.) Range 52 West and the NW 1/4 SW 1/4 of Sec. 7, Township 94 North, (Garfield Twp.) Range 51 West of the 5th P.M. to drain South into Johnson Creek then Southwest to the Vermillion River.

Wetering had numerous concerns including water flowing faster during a flood. Mockler moved, seconded by Packard, and carried to approve both Drainage Permit Applications as presented.

The Register of Deeds Statement of Fees Collected for February 2013 for $10,173.00, the monthly Welfare Report, the Veterans Service Officer Monthly Activity Report, the Building Permit Report, and the following Auditor's Account with the County Treasurer for February 2013 were accepted and placed on file.

Kephart moved, seconded by Packard, and carried to approve travel expenses to be paid for Powell, Passick, and Cathi Powell/Treasurer to Pierre for Commissioners and Treasurer's Workshop on March 20-21st.

Kephart moved, seconded by Mockler, and carried to approve travel expenses to be paid for Rod Polley/Highway Supt. to Deadwood for Highway Superintendent's Short Course on March 12-14th.

At 10:10 a.m. Kephart moved, seconded by Packard, and carried to adjourn and reconvene Tuesday, February 12, 2013 at 9:00 a.m.
