MINUTES OF THE VERMILLION SCHOOL BOARD
April 22, 2013
VERMILLION PUBLIC SCHOOLS
Board members present: Esping, Fairholm, Lavin, Schwasinger, and Stammer.
Presiding officer present: Esping-president.
Officer present: Beermann-business manager.
Administrator present: Froke-superintendent and Upward-director of special services.
School attorney present: McCulloch.
Loralee Hensley, Susan Heggestad, Janet Beeman, and Sharon Gray spoke in support of the art program.
Patty Schwasinger presented information on the middle school targeted assistance program. Dustin Larson and Troy Garrett presented information on the autism identification program ADOS.
Sam Pearson presented his state championship Poetry Out Loud Program winning poems to the school board.
Motion by Lavin, seconded by Stammer, to approve the agenda as presented.
Motion by Schwasinger, seconded by Fairholm, to approve the minutes of the April 8, 2013 board meeting as presented.
Froke presented an updated five year Capital Outlay plan.
A school board work session was scheduled for April 26, 2013 at 8:00 a.m. at the administration building.
Motion by Stammer, seconded by Lavin, to issue 2013-2014 teacher contracts at current pay rates. When a new negotiations package is approved, new contracts will be reissued reflecting changes approved by school board and VEA.
Motion by Stammer, seconded by Lavin, to establish full-time employment status in the school district at a minimum of 30 hours per week and amend the following policies to reflect this change:

Item: GDCBE Teacher Aides and Tutors.
Motion by Schwasinger, seconded by Stammer, to discontinue the practice of classified staff performing extra-duty assignments effective the 2013-2014 school term.
Motion by Stammer, seconded by Lavin, to extend the 2012-2013 school calendar by one day to May 24, 2013 to make up a day missed due to inclement weather.
Motion by Schwasinger, seconded by Fairholm, to go into executive session at 8:45 p.m. for personnel and negotiations matters.
Esping declared the board out of executive session at 9:35 p.m.
Motion by Stammer, seconded by Fairholm, to adjourn the meeting at 9:36 p.m.
